Service History


Robert Loftin has worked for two municipalities during his public service career. He worked for the city of Crowley and the city of Grapevine simultaneously for 18 years (1994-2012). He was unanimously confirmed as the city manager for the city of Crowley on Nov. 22, 2013, and continued to serve as fire chief until naming his successor in 2014. Loftin's public career includes: 

  • Firefighter/Paramedic for the Crowley Fire Department (1991-95)
  • Deputy Fire Chief Crowley Fire Department (1995-2000)
  • Fire Chief Crowley Fire Department (2000-14)
  • Interim City Manager for the city of Crowley (2012-13)
  • City Manager for the city of Crowley (2013-Present)
  • Firefighter/Paramedic for the Grapevine Fire Department (1994-2000)
  • Fire Lieutenant for the Grapevine Fire Department (2006-07)
  • Fire Captain for the Grapevine Fire Department (2008-12)

Personal Information



  • Moved to Crowley in 1972
  • Graduate of Crowley High School (1979)
  • Earned a degree in fire science and holds a Master Firefighter Certification from the TCFP
  • Is an active member of the Texas City Management Association (TCMA) and the International City/County Management Association (ICMA) through which he is a credentialed manager
He has two children and four grandchildren

Responsibilities



  • Advising and making recommendations to the City Council regarding the city's financial condition, future needs, policy, and other necessary matters
  • Supervising, directly or indirectly, all departments and employees
  • Budget administration, including preparation and submission of the proposed annual budget
  • Appointing and removing any employee of the city of Crowley including the police and fire departments
